RBS Limited is providing interim management for
Locomotive Services (TOC) Limited in setting up and operating a Train Operating
Company for steam train passenger operation covering Chief Operating Officer,
Head of Operations, Head of Safety, Environment and Operational Standards,
Timetable, Performance & Access Manager, Compliance & Standards
Manager (Operations) and Operations Control.

RBS is currently providing interim ‘operations manager’, ‘change manager’ and 'finance/contract' manager connected with business development and the transfer of depot and other
activities/assets from Old Oak Common to Langley.

RBS completed a review of operational activity
across all London Midland depots which considered depot drivers, shunters and
those involved in the CMS.

RBS completed a review of resource management
for all operational staff with recommendations for efficiencies and
additionally advising on the ITT.

RBS completed a review of the training and CMS arrangements
for train drivers with recommendations for improvement to align with current
good practice and guidance from ORR.

RBS assisted GWR and NR Great Western with
operational interface issues connected with the introduction/cascade of rolling
stock.

Provided interim support to cover the Head of
Operational Safety, providing the operational safety lead for a number rolling
stock cascades and the introduction of the Class 700 train.

Safety Plan for the GTR Thameslink Programme.

Asset and Project management.

RBS provided nine leading experts in the areas
of Business Management, Mobilisation, Service Delivery and Customer
Satisfaction, Security and Revenue Protection and Interface Management &
Partnership Working. DLRL were very pleased with all of the RBS team and stated
that the reports submitted, were of a high standard.
2012/2014
RBS provided interim management for the position
of Professional Head of Operations including provision of the Operations Lead
for the introduction of new trains including the class 377/6, 377/7 and the
class 387/1. Also provided Operations advice to the Thameslink Programme on
behalf of Southern, Programme Manager for the introduction of DAS (Driver
Advisory System).

RBS was engaged by RSSB to further develop
guidance for industry accident & incident investigations including the
determination of proportionate allocation of resources for investigations.

RBS was engaged as lead author for section H of
Accreditation Questionnaire.

RBS completed a review of the management
processes across the management system and subsequently developed process flow
charts to improve communication and engagement of front line employees.

During 2011 RBS was engaged to undertake an independent
investigation of a fatal rail accident (James Street). A report was provided
which identified immediate and underlying causation and recommendations.
2010/2011
RBS was engaged by RSSB to initiate the project
management requirements of providing industry wide safety assurance guidance
for the GB rail industry. The project established current safety assurance
arrangements within the GB rail industry and the developmental requirements of
industry guidance on safety assurance at company level, company to company
level and GB rail industry system level.
Bill O’Connor developed the programme for the
Preliminary Safety Case, the Safety Management System (SMS) including the Risk
Management process for Phase 1 of the MMM Project. The MMM has safely and
efficiently transported high volumes of pilgrims between Arafat, Muzdalifah and
Mina/Jamarat according to the respective Hajj movements during the 7 day Hajj
time period in November 2010.
Bill O’Connor worked with the Met One consortium
(Serco, Bombardier, Laing O’Rourke & Macquarie) to champion and coordinate
a number of programmes (‘Schedules’) for the NSW Sydney Metro bid.
